Sanral spends millions on invoices to recover e-toll fees

The South African National Roads Agency Limited (Sanral) has forked out R327 million for printing and posting invoices for the contentious e-toll system since it was launched in December 2013.

Transport Minister Joe Maswanganyi revealed the figure in a written reply beginning of July to a Democratic Alliance parliamentary question.

The party wanted a breakdown of money paid to third parties involved in the e-tolls.

Maswanganyi’s reply shows that two foreign companies have earned more than R550 million for providing e-tags and printing and posting invoices over the past three and a half years.

Sweden’s Kapsch TrafficCom AB won the tender for the e-toll system in Gauteng in 2010.

Maswanganyi says it was paid R167 million for the “provision and maintenance” of e-tags, while Norway’s Q-Free ASA got R58 million for doing the same thing.

The cost of printing and posting invoices for the period from December 2010, when e-tolls were launched, up until May this year came to a total of R327 million.

Maswanganyi said in an interview last month the e-toll system needed to be reviewed.

Sanral’s figures have shown that of more than 1.8 billion invoices issued in the past two years more than 70% were not paid (more than R1.3 billion).
